MSCI Proposes Downgrading Indonesia's Status to Standalone Market, What Does It Mean for the Stock Market.png

The press release from New York was only a few paragraphs, but its impact on the Indonesian stock market was far greater. On Thursday (15/10/2026) local time, MSCI held a consultation to downgrade MSCI Indonesia from Emerging Market to Standalone Market.

The news arrived in the early hours of Friday WIB, and the IHSG was immediately hit by a trading halt at the start of trading. MSCI's assessment concerned transparency in stock trading. The question now is: how serious is this Indonesia Standalone Market proposal, and what might happen next?

Key Takeaways

  • Indonesia's status has only been proposed for downgrade. The final decision is due no later than June 30, 2027.
  • MSCI highlighted opaque share ownership, suspected coordinated trading, and weak law enforcement.
  • The IHSG fell 14.91 percent in a week, while IDX and OJK sought clarification.

Contents of MSCI's Proposal and Its Reasons

In its official release, MSCI judged that Emerging Market status is no longer appropriate for Indonesia. The root was the June 2026 market classification review, when market participants raised concerns about the investability of Indonesian shares.

Two main issues: non-transparent share ownership structure and suspected coordinated trading.

The authorities have actually announced a number of reforms, namely:

  • disclosure of shareholders above 1 percent;
  • more detailed investor classification;
  • High Shareholding Concentration (HSC) reporting;
  • a roadmap for a minimum free float threshold of 15 percent.

However, according to MSCI, institutional investors are still waiting for consistent implementation and evidence of its impact. MSCI also judged that a downgrade to Frontier Market would not sufficiently reflect the depth of the problem, so the chosen option is Standalone Market.

During the consultation, the freeze on index changes for Indonesian shares remains in effect. There will be no increase in the Foreign Inclusion Factor or number of shares, no additions to the MSCI Indonesia IMI, and no upward migration between size segments. Shares on the HSC list remain excluded from the index.

The schedule is clear. Market feedback will be accepted until April 30, 2027, and the decision will be announced no later than June 30, 2027. MSCI stated that it will proceed with this proposal unless the consultation finds evidence of material improvement in governance and market functioning.

Impact on the Stock Market and the IHSG

The market reaction came quickly. According to Bisnis.com, the IHSG opened down 8.01 percent at 5,393.92 on Friday (16/10/2026), triggering a trading halt with 595 shares weakening. Based on IDX records quoted by Kompas.com, the IHSG fell 14.91 percent over the past week, and market capitalization shrank 14.43 percent.

Pressure continued on Monday (19/10/2026). The IHSG opened down 4.31 percent at 4,961.88. As of 10:45 WIB, the index had weakened 5.17 percent, with a range of 4,907–4,974, according to Bisnis.com.

MSCI classification is important because many global funds use it as an allocation reference. Quoting BRI Danareksa Sekuritas research, Indikatorbisnis wrote that a status downgrade could reduce inflows that have supported the liquidity of large-cap shares.

IDX itself has lowered the downside auto rejection (ARB) limit to 7 percent, effective until December 31, 2026, to dampen daily declines.

IDX and OJK Response

IDX President Director Jeffrey Hendrik admitted that the announcement was unexpected, both for IDX, OJK, and most participants, as quoted by InfobankNews.

IDX believes Indonesia still meets Emerging Market criteria and emphasized that Standalone Market is not the lowest classification, but a special classification for markets requiring special attention.

Here are the defense data from IDX, as published by Bisnis.com:

  • Indonesia's market capitalization is USD 497.96 billion, larger than Malaysia (USD 481.54 billion) and Vietnam (USD 384.96 billion).
  • Indonesia's market also far exceeds countries with standalone status such as Nigeria (USD 106.27 billion) and Argentina (USD 72.94 billion).
  • Aggregate issuer revenue in Q2 2026 rose 13.31 percent to Rp3,259.98 trillion, with aggregate net profit of Rp341.18 trillion.

On the law enforcement side, on October 16, 2026, OJK imposed administrative sanctions of about Rp2.1 trillion related to DSSA, BREN, and CUAN. OJK is also deepening preliminary indications on 31 of the 61 shares on the previous HSC list.

According to David Setyanto, Chairman of the Indonesian Securities Analysts Association, the challenge is no longer a lack of rules but proving implementation and its impact, as quoted by Bisnis.com.

IDX and OJK are scheduled to meet MSCI virtually on Monday (19/10/2026) at 15:30 WIB. The results will be presented at a press conference and were not available when this article was written.
