Forest and land fire policy now directly intersects with the capital market. The Ministry of Forestry has frozen the permits of 32 companies related to forest and land fires, with affected concession area reaching 1,931,115 hectares.

This event adds pressure on a number of palm oil issuers, especially those with land exposure in Kalimantan, while the B50 mandate still opens the opportunity for greater CPO demand.

Key Takeaways

  • The Ministry of Forestry has frozen the permits of 32 companies related to forest and land fires, with six additional companies in Central Kalimantan.
  • Administrative sanctions do not automatically mean the issuer has been proven to have committed a criminal offense, but they still risk pressuring operations, reputation, and restoration costs.
  • The B50 mandate increases CPO demand for biodiesel, making it a supporting factor for palm oil sector demand amid forest fire risks.

Forest Fire Sanctions for Palm Oil Companies

The Ministry of Forestry has frozen the permits of six additional companies related to forest and land fires, bringing the total number of companies receiving administrative sanctions to 32.

All of the additional companies operate in Central Kalimantan, namely PT Hasil Kalimantan Jaya, PT Taiyoung Engreen, PT Hutan Produksi Lestari, PT Ramang Agro Lestari, PT Puspa Warna Cemerlang, and PT Sinergi Hutan Sejati.

The affected concession area reaches 1,931,115 hectares, or almost 2 million hectares. The largest burned area was reported to be in PT Hasil Kalimantan Jaya's concession at 4,803 hectares, while the burned area at other companies ranged from 193 to 1,049 hectares.

The government also said around 120 forest and land fire cases are still in process and could proceed to criminal investigation. However, permit freezing and the obligation to restore the ecosystem are administrative sanctions.

That status does not automatically declare the company criminally guilty, because the legal process still depends on finding elements of violation.

Impact on Palm Oil Issuers

For investors, forest fire sanctions need to be read as operational and reputational risks, not merely an environmental issue. Fires entering concession areas can disrupt production, damage crops, raise firefighting costs, and delay harvesting activities.

Other pressure comes from funding and compliance. Companies hit by sanctions may face ecosystem restoration costs, operational restrictions, and increased regulatory oversight. In the long term, sustainability issues can also affect access to financing and the trust of trading partners.

However, the impact on stock prices is not always immediate. Bittime notes that palm oil stock movements are more often influenced by global CPO prices, supply expectations, biodiesel policy, and global vegetable oil conditions. Forest and land fires can instead become a negative risk that pressures the fundamentals of certain issuers.

Which Palm Oil Stocks Should Be Watched?

The list of palm oil stocks in Indonesia includes issuers with plantation, CPO processing, oleochemical, cooking oil, and biodiesel businesses. Some tickers often watched by investors include AALI, LSIP, TAPG, DSNG, SSMS, SIMP, SMAR, SGRO, BWPT, JARR, and PGUN.

Investors need to distinguish between issuers directly affected by sanctions and issuers that are merely in the same sector. Not all palm oil stocks are automatically affected by forest and land fires. A more appropriate analysis must look at concession locations, burned area, ownership structure, subsidiary involvement, and the company's official disclosures to the exchange.

For example, DSNG is a palm oil and wood products issuer operating in several regions, including East Kalimantan, Central Kalimantan, and West Kalimantan. However, involvement in forest fire sanctions must still be verified through the government's official list and the issuer's information disclosure, not merely from operational locations.

B50 Mandate Opportunities for the Palm Oil Sector

On the other hand, the B50 mandate provides demand support for CPO. The government implemented B40 in the first half of 2026, then B50 in the second half. The B50 mandate officially took effect on July 1, 2026 with a transition period until October 1, 2026.

The Ministry of Energy and Mineral Resources projects B50 biodiesel demand at 16.7 to 18 million kiloliters. To meet that target, CPO demand is estimated to reach 15.2 to 16.3 million tons.

GAPKI gives a slightly different estimate, namely around 14 million tons of CPO for FAME, including additional demand of around 1 million tons due to the increase in the blend to B50.

The difference in figures should be read as estimates with possibly different calculation scopes. Nevertheless, the policy direction is clear: domestic demand for CPO increases with the implementation of B50.

The Ministry of Agriculture also stated that the CPO allocation for B50 is estimated at 5–6 million tons and will not disrupt cooking oil supply.

For palm oil issuers, B50 has the potential to strengthen CPO sales volume and support margins, especially for companies that own biodiesel refineries or integrated supply chains. However, those benefits still depend on global CPO prices, plantation productivity, production costs, and the company's ability to maintain environmental compliance.

Conclusion

Forest fire sanctions add risk for some palm oil issuers, especially companies whose concessions are affected by fires and permit freezes. The impact can include operational disruption, restoration costs, reputational pressure, and the potential for further legal proceedings.

On the other hand, the B50 mandate increases domestic CPO demand and provides structural support for the palm oil sector. Investors need to balance biodiesel demand opportunities with sustainability risks, concession locations, and issuer information disclosure before taking a position in palm oil stocks.

FAQ

What are palm oil issuers?

Palm oil issuers are publicly listed companies on the Indonesia Stock Exchange that earn their main revenue from oil palm plantations, CPO production, oleochemicals, cooking oil, or biodiesel.

Are all palm oil stocks affected by forest fire sanctions?

No. Sanctions only apply to companies listed on the government's official list or directly linked to forest and land fire cases. Investors need to check the issuer's information disclosure.

Which palm oil companies have just had their permits frozen?

Six additional companies are in Central Kalimantan: PT Hasil Kalimantan Jaya, PT Taiyoung Engreen, PT Hutan Produksi Lestari, PT Ramang Agro Lestari, PT Puspa Warna Cemerlang, and PT Sinergi Hutan Sejati.

Does the B50 mandate benefit palm oil issuers?

B50 has the potential to increase domestic CPO demand. However, the benefits depend on global CPO prices, productivity, operational costs, and each issuer's environmental compliance.

Do forest fire sanctions mean the company is criminally guilty?

Not necessarily. Permit freezing and the obligation to restore the ecosystem are administrative sanctions. Criminal proceedings can only proceed if elements of legal violation are found.
