Around 3 million customers suddenly could not access their accounts, a number equivalent to nearly half of Paraguay's population. The cause: Ueno Bank Paraguay collapsed after its solvency ratio fell below half the minimum threshold.

This Paraguayan banking crisis spilled over into politics and the crypto market. Some USDT offers on peer-to-peer (P2P) platforms even rose 13% above the official exchange rate.

Key Takeaways

  • The Central Bank of Paraguay (BCP) placed Ueno Bank into resolution, causing around 3 million customers to lose access to their accounts.
  • The 13% USDT premium appeared only in some sell offers on Bybit P2P. On Binance P2P, the main sell offer premium was around 3.4%.
  • Dollar stablecoins are sought when banks are in trouble, but buyers still need funds outside blocked accounts.

Ueno Bank Collapses: Timeline and Fate of Customers

The Board of the Central Bank of Paraguay (BCP) decided on the resolution of Ueno Bank on November 2, 2026, and announced it a day later, according to The Cryptonomist.

Digital services, withdrawals, and transfers were immediately frozen. Ueno reported 2.94 million customers as of June. The bank also managed more than USD 800 million in public funds, including around USD 380 million from the state pension institution, Instituto de Previsión Social.

BCP called this case isolated to Ueno, not a sign of the collapse of the banking system. Deposit guarantee funds cover up to 228.3 million guaraníes per depositor, around USD 36,000, according to Decrypt. Initial payments target balances up to 10 million guaraníes, with no debt to Ueno, for customers who already have an account at another bank.

The impact reached the Presidential Palace. President Santiago Peña announced his resignation on Thursday, November 5, 2026. The lower house then approved impeachment with a 78-0 vote, according to a KuCoin News report citing AP.

Peña had previously held shares in a company linked to Ueno's owner. He denied wrongdoing and said he had sold them in March 2025, according to Decrypt citing Reuters.

Paraguay USDT Price Rises 13%: A Figure That Needs Careful Reading

According to Cryptowave, USDT offers on Paraguay P2P exchanges reached 6,942 guaraníes per unit. That figure is about 13% above the BCP official rate of 6,144.02 guaraníes per US dollar. The figure is accurate, but its scope is narrow.

According to The Cryptonomist, 6,942 guaraníes was the asking price of one listing on Bybit P2P compared with the November 4 reference rate. It is an asking price, not a completed transaction.

Three small listings on the same exchange asked around 5,000 guaraníes, and one seller listed a buy price of 6,020 guaraníes. On Binance P2P, local media CriptoInforme found the main sell offer premium was only about 3.4%, according to Bloomingbit.

The premium is also not a sign that USDT rose in value against the US dollar. Bitcoin Foundation emphasized that the figure only describes local trading conditions.

The Cryptonomist noted that the USDT exchange-rate series rose 6.49% from October 15 to November 4, while the BCP dollar reference rate rose 7.48%. That data does not yet prove a surge in demand due to the Ueno closure.

Ueno customers also cannot directly use their blocked balances to buy USDT, because Bybit requires buyers to transfer guaraníes first.

Impact of Ueno Bank on Crypto and Lessons for Investors

The impact of the bank crisis on crypto in Paraguay is better described as a signal than a migration wave. Stablecoins pegged to the US dollar, such as USDT, are indeed attractive to people seeking dollar-denominated assets outside local bank accounts.

However, existing coverage has not established the definite cause of the premium, and there is no evidence that Ueno deposits moved into USDT. Guarantee payments are also distributed to other bank accounts, not in token form.

For investors, there are three notes. First, the premium adds to the buying cost and can hurt when selling back because of the wide bid-ask spread.

Second, P2P prices differ by seller and payment method, so compare first with the reference rate. Third, splitting funds across more than one institution remains a basic principle of risk management, both in banks and in crypto assets.

Conclusion

The collapse of Ueno Bank is a major test for public trust in Paraguay's banking system. The 13% USDT premium is striking, but it represents only some offers on one platform. Crypto can be an alternative for dollar access, but it is not a substitute for sound risk assessment.

FAQ

What caused Ueno Bank to collapse?

BCP found Ueno's solvency ratio below half the minimum threshold. According to CNN, the decline was due to financial statement adjustments during the regularization process.

Did the USDT price in Paraguay really rise 13%?

Not generally. The figure applies to some sell offers on Bybit P2P, comparing the asking price with the BCP reference rate. Transaction prices and premiums on other platforms differ.

Can Ueno customer deposits be recovered?

Deposit guarantees cover up to 228.3 million guaraníes per depositor. Customers with balances above that limit must wait for the final calculation from Superintendencia de Bancos, according to The Cryptonomist.

Does this crisis prove that crypto is safer than banks?

No. USDT and other crypto assets have their own risks, from bid-ask spreads and losing wallet access to dependence on an issuer or platform. The Ueno crisis only shows that the risk of concentrating funds in one institution is real.
